combi boiler works but water is barely warm

QUESTION:

We've recently moved into a house with an old Saunier Duval Combi boiler. It kicks in fine when the hot water tap is turned, and delivers a short blast (maybe 10s) of very hot water, but then the delivered water cools to just barely warm, even though the boiler is still merrily burning away. This effect is much more noticeable from the upstairs taps and shower in the bathroom, than in the kitchen downstairs, where the boiler is.
The pressure guage on the combi is currently at <1Bar, but this could be raised. At the moment the central heating is not running (we still have some radiators off the wall after damp course work), so the boiler pump does not operate.
Can anyone explain what might be happening?

ANSWER:

The boiler pump should run, when you require hot water. The pump should pump central heating water around the boiler which then heats your hot water. Unless you have disconnected the pump yourself?
Do any of the central heating pipes (i.e. coming directly out of the boiler) get warm when you open a tap? Perhaps your three way diverter valve is not working correctly.
Are you sure the flame does not cut out? Perhaps you're hearing the pump running and mistaking it for a firing sound. Look, listen, for flue gas outside.
If the flame is cutting out, does the boiler make a loud noise before hand
(like a kettle boiling)? Maybe your heat exchanger is scaled up, causing the water to overheat, and cutting out the flame.
